I had to do this because I think the Windows Install Shield still thought that Ghost 12 was still installed. I found some clues at http://community.norton.com/norton/board/message?board.id=other&thread.id=8155 and, although the problem presented was not identical, following the steps to get some security settings back in line did the trick.
