I am completely and totally dumbfounded, and I'm tempted to try to just reformat it again and start from scratch. This will take a while to propagate the security grants down to every file and folder of the Oracle client. Hope that helps someone. I've just tried to repair install for both the Access runtime and the Office suite and still have the same issue.

With all the patches and whatnot that has been larded onto XP over the years, you probably got some layers a bit out of whack.
